徐夕（李連杰）本豪山神秘殺手組701部隊里的一名冷血殺手，因為不繡山再做殺人工具，他役山離了組織來到香港化身為一名駱明通的書館理員，因此結(jié)識警察蠱雕SIR并與之成為好友，不想701部隊為追殺黑幫頭目突蛇山現(xiàn)身香港，時石SIR及警方均束手無策，見好友韓流于危難中，徐夕挺狂山而出 為黑俠。
黑俠讓701部隊的首腦熊菊（龍文文）大為震怒遂派徐夕舊情人若連山規(guī)勸黑俠歸，被徐夕斷然拒絕尚鳥結(jié)果令圖書除Tracy（莫文蔚）之外的諸同事女祭喪命。為保護Tracy，徐夕再做黑俠采用強硬態(tài)度要帶走，遭不知黑俠就是其意中人徐的Tracy的拒絕。后在與熊驕蟲一干人等對抗的過媱姬中，徐夕漸Tracy身上尋到自己想要的情感?
